On March 15, 2018, President Joko Widodo (Jokowi) signed a Government Regulation (PP) No. 9 of 2018 on the Procedures for Controlling the Importation of Fisheries Commodities and Salt Commodities as Raw Materials and Industrial Assistance Materials (PP 9/2018).
This PP is an implementation of the provisions of Article 5, Article 33, and Article 97 of Law Number 3 of 2014 concerning Industry and Article 37 of Law Number 7 of 2016 concerning Protection and Empowerment of Fish Cultivators, and Salt Farmers.
this PP emphasized that the Central Government controls the import of fishery commodities and salt commodities in order to guarantee the protection and empowerment of fishermen, fish farming and salt farmers, while ensuring the availability and distribution of natural resources for domestic industries.
The import of fishery commodities and salt commodities is carried out based on recommendations from the minister who organizes government affairs in the field of maritime affairs and fisheries. Whereas the import of fishery commodities and salt commodities used as raw materials and industrial auxiliary materials, the determination of recommendations is submitted to the minister who organizes government affairs in the industrial sector.
Related to the recommendation from the minister, according to this PP, contains some substance, the place of entry, type, volume, time of entry and quality standards.
The PP also affirmed, the import approval of fishery commodities and salt commodities was issued by the minister who organizes government affairs in the field of trade for raw materials and industrial auxiliary materials in accordance with the recommendation of the minister who carries out government affairs in the industrial sector after fulfilling administrative requirements in accordance with the provisions of legislation .
It is mentioned in this PP that permits for fishery commodities and salt commodities as raw materials and industrial auxiliary materials have been issued in 2018 by the minister who organizes government affairs in the trade sector based on a predetermined amount of 2,370,054.45 tons can implemented and declared binding.
The reason of Government is still importing salt are because salt is a strategic commodity that can also support supply chains and increase the added value of a number of domestic industries, so that it is as important as other raw materials such as steel and petrochemical products.
